Some plug-ins can only be in specific diagrams. This causes them to be disabled if you are not in that diagram. In general a plug-in will create some form of code such as action block statements, an entity and its attributes, or exit states. In some diagrams an object must also be selected. Other plug-ins can do things that cross many diagrams. In general a plug-in can do anything that a developer can do in the toolset.
